Palm City is an unincorporated community in Martin County, Florida, on the south fork of the St. Lucie River just west of Stuart. Mattamy Homes places it about 40 miles north of West Palm Beach. If you are looking at Palm City from the Palm Beach County coast, the questions that decide it are land, water access and what a home here costs to carry each year. This guide works through them.
Our Palm City community page already covers the neighborhoods, from Palm City Farms acreage to yacht club living at Harbour Ridge and Piper’s Landing. This guide covers the rest of it: the county rules that keep Palm City low-density, what happens to your property tax bill when you cross the county line, and how flood zones price out here.
Key Takeaways
– Martin County has directed growth inside an Urban Service District since 1982, which is the main reason Palm City stays low-density (Martin County Growth Management FAQs).
– Unincorporated Martin County is a CRS Class 5 community, worth a 25% flood insurance premium reduction inside a Special Flood Hazard Area (Martin County Flood Protection).
– Florida homeowners can carry up to $500,000 of Save Our Homes benefit from a Palm Beach County home to a Palm City one (Martin County Property Appraiser).
– Statewide, the median single-family sale price was $425,000 in July 2026 (Florida Realtors).
Where Palm City sits, and what it actually is
Palm City is not a city. It is an unincorporated census-designated place, so Martin County government sets its land use rules and provides most of its services rather than a municipal commission. Martin County’s growth policy is restrictive by design, and it applies here directly.
I-95 and Florida’s Turnpike both run through or beside Palm City. That road position is the practical reason it works as a base for people who still have business in Palm Beach County.
If you are weighing the wider county rather than this one community, our Stuart and Martin County guide covers the neighboring market, and our Palm Beach County versus Martin County comparison sets the two side by side.
Why does Palm City stay low-density?
Because Martin County drew a growth boundary more than forty years ago and has kept development inside it. According to Martin County’s Growth Management Department FAQs, the Urban Service District “was established in 1982 in the County’s Comprehensive Plan” and defines the area “designated suitable for urban development and included in the county’s planning for public facilities and services.”
In 1990 the county split that boundary in two. The Primary Urban Service District covers roughly 58,270 acres of unincorporated land, and the county added a Secondary Urban Service District the same year to recognize, in its own words, “lands that provide a transition between the primary urban service district and the rural lands” (Martin County Growth Management Department FAQs).
For a buyer, that boundary works as a supply constraint with no expiry date. Palm City feels semi-rural because the county planned it that way. The same policy is why you should not assume a vacant parcel near your street will stay vacant, or that anyone can build on it. The future land use designation and the zoning on that parcel answer both questions, and both are worth checking with Martin County Growth Management before you write an offer.
What kind of homes does Palm City have?
Three kinds, mostly: established gated golf and yacht communities, acreage in Palm City Farms, and new construction. Our community page lists the individual neighborhoods. The split that matters to a buyer is resale inventory in the older communities against the new-build pipeline.
The new-construction project to know is Newfield. On its own community page, Mattamy Homes describes Newfield as spanning “over 3,800 acres” with “70% preserved as undeveloped open space,” planned as nine villages, and including a “170-acre sustainable farm” and a 1,000-acre Kiplinger Conservancy with trails. As of September 2026, Mattamy lists Rosette Park single-family homes starting from $649,900 and Rosette Park townhomes and villas starting from $459,900 (Mattamy Homes, Newfield community page).
Treat builder starting prices as a floor rather than a budget. Base pricing leaves out lot premiums, structural options and design center selections, and in Florida it leaves out what the house will cost to insure. Put a new build next to a 1990s resale on a half acre and the two carry very differently once insurance and any club membership are in the picture.

What changes when you cross from Palm Beach County into Martin County?
Your property tax math changes, and the change is usually in your favor if you already own a Florida homestead. Florida’s Save Our Homes provision caps annual increases in assessed value on a homesteaded property, and the benefit travels with you.
The Martin County Property Appraiser describes the cap as limiting “annual increases in assessed value of property with Homestead Exemption to three percent or the change in the Consumer Price Index, whichever is lower.” Portability, in the same office’s words, “allows portability of accumulated ‘Save Our Homes’ (SOH) benefits for homeowners who move from one homestead to another, anywhere in Florida,” with “up to a $500,000 transferred benefit.”
Two deadlines decide whether you get it. You have from January 1 of the year you move until January 1 three years later to re-establish homestead and keep the benefit, and you must apply for both the homestead exemption and the SOH transfer by March 1 of the tax year (Martin County Property Appraiser, Save Our Homes / Portability).
A long-held Palm Beach County homestead can carry a large accumulated benefit, so the transfer is worth real money. It is also easy to overlook in the weeks after closing.
Do not price a home off a single countywide millage number, either. Martin County has ten separate taxing authorities, and each sets its own rate. The Martin County Property Appraiser noted on August 4, 2026 that all “ten (10) Taxing Authorities (who levy property taxes against your property) have submitted their 2026 proposed millage tax rates,” and that each will “hold PUBLIC HEARINGS to adopt their budgets and their proposed tax rates.” The rate that applies to a given Palm City address depends on which of those districts it falls in, so pull the millage code for the specific parcel rather than a county average.
How do flood zones and insurance work in Palm City?
Better than most South Florida buyers expect. Martin County participates in FEMA’s Community Rating System, which converts local floodplain management work into premium discounts for residents.
Martin County states that “as of 2023, Martin County has improved its rating within the CRS to a Class 5, which provides unincorporated Martin County residents in a Special Flood Hazard Area (SFHA) a 25% premium reduction, and a 10% premium reduction for those in a non-SFHA” (Martin County Flood Protection).
The discount applies to National Flood Insurance Program policies, and Palm City qualifies because it is unincorporated. It will not tell you whether a particular house sits in a flood zone. Martin County publishes a FEMA Flood Zones map and directs residents to “enter your address in the search bar or use the navigation tools to locate your property.” Check that before you fall for a house rather than after the inspection.
Flood is also only half the Florida insurance question. Wind is the other half, and it comes down to the structure rather than the map: roof age, roof shape, opening protection and the year the home was built to code. Our guide to buying a hurricane-resilient home in South Florida covers what to look for, and our coastal home maintenance guide covers what it takes to keep those features insurable.
What is the water access actually like?
Palm City fronts the south fork of the St. Lucie River, which connects to the Intracoastal Waterway and, heading west, to the Okeechobee Waterway across the state. That cross-state route is what separates it from most Palm Beach County waterfront, where you are oriented to the ocean and the Intracoastal only.
Clearance matters more here than whether a lot has a dock. Fixed bridges and the lock system upstream set a hard ceiling on air draft and beam, so before you buy on the assumption of a particular route, confirm your boat’s air draft and draft against the specific bridges between your dock and where you intend to go.
County facility access can also change while the county runs improvement projects. Martin County posts park closures and project notices on its Parks & Recreation Updates & Closure Notices page, which is worth checking before you plan around a specific public ramp or park. If waterfront is the whole point of the move, our Palm Beach County waterfront buyer’s guide covers the dock, seawall and access questions that apply on either side of the county line.
What about schools?
Martin County School District serves Palm City. In its announcement of the Florida Department of Education’s most recent grades, the district reported that it sustained an “A” rating (Martin County School District, “Martin County School District Sustains ‘A’ Rating, Reinforcing Tradition of Excellence”). The Florida Department of Education publishes school and district grades through its School Grades program.
The district sets attendance zones, not the listing, and it redraws them from time to time. A neighborhood’s assigned schools can also sit farther away than the closest ones. Confirm the zone for the exact address with Martin County School District before you make a decision that depends on it, and check the current grade for the individual schools rather than relying on the district figure.
How does Palm City fit into the 2026 market?
The statewide picture in mid-2026 is modest price growth alongside more closed sales than a year ago. In July 2026, the statewide median sales price for single-family existing homes was $425,000, up 3.7% from July 2025, and closed sales totaled 23,870, up 5.1% year over year (Florida Realtors, “Fla.’s Housing Market: Closed Sales and New Pending Sales Rise in July,” released August 17, 2026).
On supply, Florida Realtors put single-family existing homes at a 4.5-months’ supply in July 2026, with condo-townhouse properties at 7.8 months and a statewide median of $295,000, level with a year ago.
Be careful with Palm City price figures specifically. The statewide numbers above are the ones with a named report behind them. Palm City is an unincorporated community rather than a separate reporting market, so any median attributed to it is someone’s own cut of county or MLS data. If you see a Palm City or Martin County median quoted without a named report and month behind it, ask which report and which month. For the county-level picture, see our Martin County market update, and if you are selling, our home value page is the starting point for a real comparable analysis rather than an automated estimate.
Frequently asked questions
Is Palm City a city?
No. Palm City is an unincorporated community in Martin County, Florida. Martin County government sets its land use rules and provides most services, rather than a municipal commission. That is why county policies like the Urban Service District and the county’s flood rating apply to it directly.
Can I transfer my Palm Beach County homestead benefit to Palm City?
Yes, within Florida. The Martin County Property Appraiser states that Save Our Homes portability allows transfer of accumulated benefit “anywhere in Florida,” up to a $500,000 transferred benefit. You must re-establish homestead within three years and file for both the exemption and the transfer by March 1 of the tax year.
Does Palm City qualify for a flood insurance discount?
Unincorporated Martin County holds a CRS Class 5 rating, which Martin County says provides residents in a Special Flood Hazard Area a 25% premium reduction and residents outside one a 10% reduction. The discount applies to NFIP policies. You still have to check the flood zone address by address.
Why is there so little new development outside the existing neighborhoods?
Martin County has directed urban development into an Urban Service District since 1982, with a Primary district of roughly 58,270 unincorporated acres. Land outside that boundary is planned as rural or transitional, which limits where new subdivisions can go.
Working a Palm City search
Almost everything that decides what a Palm City home costs to own sits at the parcel level. Two houses on the same street can fall in different flood zones, different millage codes and different school zones, and each of those changes the number you pay every year. Our community page will tell you which neighborhoods exist; only the county records will tell you what a given address costs.
